The CIRCLE will be linked through the Internet to like-minded individuals, groups and relevant resource collections around the country and the world. At a given time, the facilities available at a mature CIRCLE set-up may include:

• print and multi-media library
• toy and game library
• a maths lab
• grassroots science lab using local materials and low cost equipment
• Internet access kiosks
• copying and lending facilities
• message & photo wall / wall newspaper reflecting recent events
• free expression corner
• community art gallery

The centre will also provide the community with learning experiences through regular events on a range of themes including:

• workshops for children, parents, teachers and alumni
• film & TV club for critical media viewing and discussion
• cultural activities like writing, art,craft, music, dance, story telling, theatre
• counseling

From time to time, the CIRCLE could organise special events including:

• environmental outings and camps
• film festivals
• sports events
• vocational guidance seminars
