

A CIRCLE is not a ready package available over a counter, but something that has to be specifically designed to meet the needs of the community it is located in. It is also expected to start small, take root and grow organically over a period of time.
To begin with, a CIRCLE could offer non-formal education in the form of a library where children would have access to books, learning toys and sports equipment. A variety of skill-enhancing workshops could be held. Apart from children's events, there could be programmes for parents and alumni. A bridge school could be set up for out-of-school kids. The scope is open, it all depends on the energy and ambitions of the people taking the initiative.
A computer loaded with free software together with an Internet connection could be added to it. That facility may be expanded to make an attached telecentre, where much more could be done using digital technologies and the Internet.
An important aspect of the CIRCLE's work would be to encourage creativity and to generate local digital content. This content, in the form of photographs, drawings, videos, audio tracks and blogs in local languages, for local contexts, would be circulated to the community. Where there is no Internet, the content could be downloaded on low-cost play back devices like MP4 players, for distribution to teachers in other institutions within the same area, who in turn would use it with their students, colleagues and others.
